Les analyses précises effectuées dépendent des besoins en information des responsables des politiques et des gestionnaires de l'éducation. Dans la plupart des évaluations nationales, ces besoins ont trait à la qualité des acquis des élèves, aux facteurs liés à l'apprentissage, aux questions d'équité, et dans certains cas, à l'évolution du rendement de l'éducation au fil du temps.
