Oktober 2011 konnte der amerikanische Präsident Barack Obama und mit ihm die gesamte amerikanische Politik aufatmen. Der Senat hatte in der entscheidenden Abstimmung einem Kompromiss zugestimmt, der den USA bis Mitte November die Zahlungsfähigkeit ermöglichte. Dass dies eintreten würde, war bis zu diesem Zeitpunkt vollkommen offen. Hätte der Senat, die Zweite Kammer im amerikanischen Föderalismus, dieses Gesetzesvorhaben blockiert, wäre die USA bereits Ende Oktober 2011 zahlungsunfähig geworden und hätte unter anderem sämtliche Regierungsbehörden schließen müssen . In Deutschland hat es eine solche Angst vor einer Blockade eines Gesetzes von solcher Wichtigkeit durch die Zweite Kammer, den Bundesrat, wohl noch nie gegeben. In der Tat finden sich in den Meldungen zu diesem Thema allenfalls Androhungen einer Gesetzesblockade, die schließlich in einer Vertagung der Entscheidung münden. Doch warum sind der US-Senat und der deutsche Bundesrat in ihrer Rolle als Zweite Kammern überhaupt in der Lage, Gesetzesvorhaben der Regierungen zu blockieren? Die Antwort auf diese Frage ist nicht nur sehr komplex, sie ist auch von vielen Faktoren abhängig, die in jedem politischen System anders ausgeprägt sind. Diese Faktoren bestimmen nicht nur, ob den Zweiten Kammern generell die Blockademöglichkeit gegeben wird, sondern sie beeinflussen im hohen Maße auch deren Ausprägung. Sie entscheiden somit über die Blockademacht einer Zweiten Kammer. Daher ermöglichen sie auch den Vergleich zweier bikameraler Systeme hinsichtlich der Vetooptionen und -macht ihrer Länderkammer.
