Die Grundlage für die variable Komponente der Vergütung bilden dabei meist Zielvereinbarungen. Während es im Zielvereinbarungsprozess darum geht, anspruchsvolle Ziele in überschaubaren Zeiträumen mit begrenzten Mitteln zu erreichen, soll die variable Vergütung mehr Flexibilität in die Personalkosten bringen und gleichzeitig die Motivation der Mitarbeiter und vor allem der Leistungsträger im Unternehmen erhöhen. Theorie und Praxis liegen dabei oft recht weit auseinander. Es kommt zu Fehlern bei der Anwendung von Zielvereinbarungen und variabler Vergütung. Die Folgen sehen dann in der Praxis so aus, dass Führungsinstrumente, die eigentlich zur Motivation und Leistungssteigerung der Mitarbeiter beitragen sollen, eher Demotivation und Enttäuschung hervorrufen. Systeme, die in guter Absicht eingeführt wurden, werden durch Anwendungsfehler, die nicht zwangsläufig sein müssen, gestört. Zielvereinbarungen im Kontext eines variablen Vergütungssystems finden auch immer mehr Anwendung im Bankengewerbe. Die Deutsche Postbank AG hat mit dem am 01.01.2004 in Kraft getretenen neuen Entgelttarifvertrag variable Vergütung durchgängig im Unternehmen eingeführt. Es bietet sich daher an, eine empirische Untersuchung in Form einer Mitarbeiterbefragung bei der Postbank Berlin zu dem Thema durchzuführen.
