Einst sollte die Erwerbstätigkeit vor Armut schützen, heute ist die Erwerbsarbeit insbesondere im Niedriglohnsektor zum neuen Bestandteil gesellschaftlicher Prekarisierung geworden. Das Statistische Bundesamt der Länder verkündete 2015 einen Höchststand der Armutsquote in Deutschland. Die Armutsquote lag bei 15,7 Prozent. Umgerechnet waren das rund 12,9 Mio. Menschen, die 2015 unter der Armutsgrenze lebten. Während sich die Armutsquote auf dem Rekordhoch befand, ist die Arbeitslosen und Hartz IV- Quote gleichzeitig gesunken und war so niedrig wie noch nie. Weiterhin verzeichnet das Statistischen Bundesamt, dass die Quote der Erwerbsarmen seit 2005 von 7,3 auf 7,8 Prozent gestiegen ist. Diese Dynamik zeigt, dass Erwerbstätigkeit nicht vor Armut schützt und es zeichnet sich eine neue Tendenz und Form der Armut ab, die Erwerbsarmut. Der Trend zu Niedriglöhnen zeigt, dass die Politik in ihren Bestrebungen die Arbeitslosenquote zu senken, eine Zunahme der Einkommensarmut in Kauf genommen und vorangetrieben hat. (Paritätische Gesamtverband, 2017, S. 9). Erwerbsarme sind erwerbstätige Erwachsene, die trotz Arbeit nicht über die Runden kommen und bereits arm oder von Armut gefährdet sind. In der deutschsprachigen Literatur findet sich in diesem Zusammenhang immer häufiger der amerikanische Begriff "Working Poor". Insbesondere sind Alleinerziehende, kinderreiche Familien und Familien mit Migrationshintergrund von der Erwerbsarmut betroffen (Müller & Lien, 2017, S. 42).
