Oder können diese weiterhin bestehen, ohne dabei den Inklusionsgedanken zu verfälschen? Um diese Fragen zu klären gibt die Autorin zu Beginn einen kurzen Einblick in die geschichtliche Entwicklung von der Exklusion bis zum aktuellen Begriff der Inklusion. Dabei wird nicht auf die verschiedenen Konzepte innerhalb der Begriffe im Einzelnen eingegangen, sondern die Gemeinsamkeiten der Konzepte herausgearbeitet. Danach betrachtet die Autorin die Änderung des niedersächsischen Schulgesetzes und das Schulkonzept der Förderschulen und vergleicht diese mit der UN-Behindertenrechtskonvention sowie dem Inklusionsgedanken. Seit über 40 Jahren wird diskutiert, wie Menschen mit Behinderungen in die Gesellschaft integriert werden können. Mit der Integrationsbewegung der 1970er Jahre rückte vor allem die schulische Integration in den Vordergrund. Die existierenden Sonderschulen und die dadurch entstehende Separation von Schülern mit Behinderungen mussten sich zunehmender Kritik stellen. Mit der Verabschiedung der UN-Konvention über die Rechte von Menschen mit Behinderungen im Jahre 2006 tauchte ein neuer Begriff in der Debatte auf - die Inklusion. Artikel 24 dieser Konvention fordert ein inklusives Bildungssystem auf allen Ebenen. Mit Inkrafttreten der UN-Behindertenrechtskonvention in Deutschland im Jahre 2009 stehen die Kultusministerien der einzelnen Bundesländer vor der Aufgabe, die Forderungen dieser Konvention zu erfüllen. Das Schulwesen liegt im Hoheitsgebiet der einzelnen Bundesländer, sodass jedes Bundesland seine eigenen Reformen durchführen kann.
