[...] Jugendliche an Gymnasien [...] wissen mehr über Politik als Jugendlicher, die andere Schulformen besuchen" Diese Befunde sind der Bilanz der internationalen Vergleichsstudie zur politischen Bildung der International Association for the Evaluation of Educational Achievement von 2011 entnommen. Auf erschreckende Art und Weise wird den deutschen Jugendlichen vorgeführt, dass sie im internationalen Vergleich auf den hinteren Rängen landen. Nur langsam hat dies die Frage nach der Wirksamkeit politischer Bildung in Deutschland aufgeworfen. Während die Diskussion in der politischen Bildung zäh voran bewegt verändert sich durch die Entstehung des Web 2.0, dem sogenannten Mitmachinternet, das Kommunikationsverhalten, der Medienkonsum und die soziale Interaktion Jugendlicher in einem erstaunlichen Tempo. Die Beantwortung der Frage, ob und inwiefern diese Dynamik des Web 2.0 auch auf Prozesse der politischen Bildung ausstrahlen kann, soll Anliegen der vorliegenden Arbeit sein. Insbesondere soll dabei erörtert werden, welche Potentiale für die politische Bildung politikferner Jugendlicher bestehen. In einem ersten Schwerpunkt wird sich der Frage gestellt, wen politische Bildung bisher erreicht, um Wirkunterschiede sowie deren Hintergründe offenzulegen. Dies soll Grundlage sein, um anschließend Theorien überprüfen zu können, die auf eine Auflösung des Spannungsfeldes zwischen intendierter und tatsächlicher Wirkung politischer Bildung abstellen.
