Studienarbeit aus dem Jahr 2017 im Fachbereich Medien / Kommunikation - Multimedia, Internet, neue Technologien, Note: 1,3, Freie Universität Berlin (Publizistik- und Kommunikationswissenschaft), Sprache: Deutsch, Abstract: Was darf der öffentlich-rechtliche Rundfunk im Internet und durch welche Maßnahmen wird er von der EU und den Mitgliedsstaaten reguliert? Um diese beiden Fragen im Folgenden zu beantworten, werde ich zunächst darstellen, wie sich das duale Rundfunksystem in Deutschland bis ins digitale Zeitalter entwickelt hat. Daran anknüpfend, werde ich erläutern inwiefern die Medienpolitik der Europäischen Union Einfluss auf den Rundfunk in Deutschland hat und wie die Kompetenzen der Medienregulierung verteilt sind. Danach arbeite ich die Funktion der EU Kommission und des Drei-Stufen-Tests, als Instrument der Rundfunkregulierung heraus, um dann schlussendlich an einem Beispiel den Konflikt der öffentlich-rechtlichen und der privaten Sender aufzeigen. In Deutschland nutzten im April 2016 rund 49 Millionen Einwohner*innen ein Smartphone. Im Vergleich mit dem Jahr 2012 bedeutet dies eine Verdopplung der Nutzer*innen innerhalb von vier Jahren, was das rapide Fortschreiten der Digitalisierung verdeutlicht. Die Digitalisierung hat das Konsumverhalten der Nutzer*innen entscheidend verändert und zu einer stärker individualisierten Mediennutzung geführt, welche durch mobile Geräte, zeit- und ortsunabhängig möglich ist. Man bezeichnet diese Art des Konsums als nicht linear, da sie an keinen festgelegten Sendeplan gebunden ist, sondern der Zuschauende sein Programm selbst bestimmen kann. Plattformen für nicht lineare Medienangebote sind zum Beispiel der Streaming-Dienst Netflix, oder auch die Online-Mediatheken des öffentlich-rechtlichen und privaten Rundfunks.
