Insbesondere wird nun die Staatsangehorigkeit nicht mehr allein durch die Abstammung, sondern auch durch den Geburtsort bestimmt. Die offentliche Diskussion im Vorfeld der Reform hat gezeigt, wie sehr uber solche Fragen auch das Selbstverstandnis des Gemeinwesens als politische Einheit im Mittelpunkt steht. Dabei gilt die Reform nur als erster Schritt - weitere sollen folgen.Johannes Masing unterzieht die Reformansatze einer kritischen Wurdigung und zeigt Perspektiven fur die weitere Entwicklung des Staatsangehorigkeitsrechts.
