Las necesidades básicas del hombre son: vivienda, alimento y ropa. Después de la supresión del hambre, la siguiente prioridad es la construcción masiva de vivienda. Le Corbusier sentencia: "El deber de nuestra época: alojar a las mayorías de manera decente y humana".El bienestar de la comunidad exige viviendas moderada¬mente bien construidas, planeadas y desarrolladas eficiente y lógicamente. Algunos autores definen la vivienda como un conjunto de espacios abiertos y cerrados dispuestos conve¬nientemente para alojar a una familia, constituyéndose en elemento indispensable para su existencia, conservación y desarrollo.Por consiguiente, no es solo la casa sino todo lo que está relacionado con ella y con sus habitantes. Los espacios, tanto abiertos como cerrados, a que hace referencia la definición, están íntimamente relacionados con actividades diferentes que involucran todo el dinamismo humano; desde el simple descanso y albergue, acompañado de condiciones para un ocio dirigido, eficiente y recuperador; relajante y productor de satisfacción y comodidad. El descanso, las relaciones socia¬les internas, los espacios para dormir y comer, lo mismo que para el sano esparcimiento de niños y adultos; los espacios para el estudio y el trabajo artesanal. En los espacios abiertos no solo consideramos los patios y terrazas; también, las huer¬tas y solares. En el concepto de vivienda es necesario incluir toda la actividad de sus habitantes, tanto internos (la familia), como externos (los relacionados en actividades diarias). Es importante considerar la vivienda como una sola necesidad del hombre, sea ese hombre habitante urbano o rural, teniendo en cuenta naturalmente las particularidades propias de cada caso. En las viviendas rurales hay que considerar peculiarida¬des, desde vivienda aislada hasta caseríos, veredas y pequeños pueblos. Además, la vivienda rural encierra relaciones con activida¬des como habitar y trabajar, manteniendo una interdependen¬cia intima, en el campo de trabajo, con las herramientas, insumos y todos los productos del trabajo agrícola, animales domésticos y actividades artesanales. La unidad residencial y la unidad de producción se encuentran tan entremezcladas en la vivienda rural que es imposible separar la red de servicios apropiados para cada una de estas funciones.De todas maneras, la vivienda como tal, o casa de habita¬ción, hállese ubicada en el campo o en la zona urbana, re¬quiere de una serie de características físicas, sanitarias, funcio¬nales y culturales que necesariamente están interrelacionadas, siendo indicadoras del desarrollo socio-económico de los usuarios. El concepto de vivienda debe abarcar equipamiento y servicios: infraestructura, agua, alcantarillado y energía. Además, la concepción que las personas tengan de las necesi¬dades habitacionales sirve para apreciar su dimensión cultu¬ral. Por tanto, las características culturales de la vivienda son los indicadores del nivel social de sus habitantes. Carlos Lleras Restrepo dice que el tugurio da su forma especial a las costum¬bres.Es necesario dotar a las viviendas de espacios para activida¬des comunitarias que motiven el ocio constructivo y la relación entre quienes las habiten, definitiva o temporalmente. Física¬mente las viviendas deben conservar unas condiciones de temperatura y dimensiones acordes con las exigidas por sus moradores habituales. La limpieza y la radiación solar, la ventilación y la iluminación, además de otras condiciones sanitarias, constituyen la característica fundamental para el mantenimiento de una buena salud. "Viviendas saludables proveen el suelo natural donde crecerán buenas relaciones humanas que conducen a un nivel de vida más elevado" (Walter Gropius, miembro del Congreso Internacional de Arquitectos Modernos, CIAM, creado por Le Corbusier, genio de la arquitectura mundial).
