Kaum eine Erklärung kommt ohne ein Bekenntnis zu Good Governance aus. Organisationen, Institutionen, Wissenschaftler oder auch die Presse verwenden diesen Begriff ständig. Aber was bedeutet eigentlich dieses omnipräsente Schlagwort Good Governance? Um sich dem Phänomen Good Governance anzunähern, soll im ersten Kapitel eine Begriffsbestimmung vorgenommen. Dabei soll der Frage nachgegangen werden, woher der Begriff stammt und was er seiner Wortherkunft nach bedeutet. Im Anschluss soll im zweiten Kapitel die Entstehungsgeschichte dieses Begriffes bzw. dieses Konzeptes erläutert werden und wie es überhaupt dazu kam, dass dieses Konzept aufgekommen ist. Die drei folgenden Kapitel befassen sich mit den unterschiedlichen Auffassungen von Good Governance. Hier soll zum einen das Verständnis der Weltbank, die den Begriff initiierte, dargestellt werden. Da dieses Verständnis nicht ohne Kritik auskommt, soll ein anderes, normativ geprägtes, Verständnis vorgestellt werden. Dazu wird das Konzept des Development Assistance Committee (DAC) der Organisation for Economic Development and Coorparation (OECD) vorgestellt. Die beiden unterschiedlichen Auffassungen sollen darauf gegenüber gestellt und auf Gemeinsamkeiten eingegangen werden. Dabei soll noch kurz die Konzeption des Internationalen Währungsfonds (IWF) zum Vergleich hinzugezogen werden. Es gibt aber nicht nur Kritik am Konzept der Weltbank. Das Konzept der OECD ist auch nicht kritikfrei. Daher soll im fünften Kapitel auf diese und auch auf allgemeine Kritik zu Good Governance eingegangen werden.
