Nachdem die Politikwissenschaft den Einfluss der Medien auf politische Prozesse lange Zeit vernachlässigt hat, ist seit den 90er Jahren ein Umdenken zu beobachten. Versteht man die Politikwissenschaft als Demokratiewissenschaft, so stellen die Massenmedien eine große Herausforderung dar. Einerseits spielen sie eine wichtige Rolle für die Demokratie, da sie durch ihre Funktion als Informationenvermittler die Basis für die Partizipation der Bürger schaffen (Thomaß/Tzankoff 2001: 237). Deshalb wird die Medienfreiheit als eine Grundvoraussetzung für die Demokratie gesehen (vgl. u.a. McQuail 1992 und Voltmer 2000), womit der Grad dieser Freiheit gerade in Transformationsstaaten wie in den postkommunistischen Ländern einen wichtigen Faktor für die Bewertung des Grades ihrer Demokratisierung darstellt. Anderseits weisen Forscher auch immer wieder auf die Gefahr der Medien für die Konsolidierung von Demokratien hin (vgl. u.a. Bennett 1998). Der Aufstieg des Mediums Fernsehen hat das Verhältnis zwischen den Massenmedien und der politischen Kommunikation revolutioniert und es ist trotz der steigenden Bedeutung des Internets nach wie vor das dominierende Medium. "Television is the primary source of information for most people, and is widely considered to be the most influential medium in forming public opinion." (OSI 2005: 21). Laut einer Studie aus dem Jahr 2004 liegt der durchschnittliche Fernsehkonsum in Tschechien bei ca. 212 Minuten pro Tag und das Fernsehen nimmt drei Viertel des audiovisuellen Wirtschaftssektors ein (IMCA 2004: 17).
