About the Book

Describes the application of prognostics and health management (PHM) technology to predicting terrorists with certainty using prognostic (scientific) evidence created from completing a prognostic analysis using evidence collected from a victim-based crime scene analysis. The author describes the comparison of adopting prognostic evidence to the adoption of probability-based fingerprint evidence as probabilistic evidence and forensic science and the probability-based forensic analysis also with results that are in probabilities that is now accepted as a routine part of a criminal-based crime scene investigation and the acceptance of DNA acceptance as a probability based evidence. The author describes the benefits of adopting a victim-based crime scene analysis over the standard criminal-based crime scene analysis so that law enforcement personnel will have the scientific evidence using a field in predictive science called PHM that uses a prognostic analysis of the evidence collected at a victim-based crime scene analysis to use the results from a victim-based crime scene analysis to predict with certainty the people who will be committing an act of terrorism so they can be legally stopped and questioned, based on the scientifically significant sample set from a victim-based crime scene analysis that becomes prognostic evidence.
About the Author: The author is an award winning spacecraft designer, winning awards from Boeing and the U.S. the Air Force for his leadership that led to the funding of the GPS program by the DoD as the Boeing GPS Space & Ground Segment Manager. The author has over 30 years of experience in the design, manufacture and test of military, NASA and commercial satellites, ground stations, missiles and launch vehicles as an RF and digital design engineer. The authored pioneered using predictive algorithms on the Boeing/Air Force GPS Block I satellites. He used them to illustrate and identify the premature aging in satellite subsystem and navigation payload equipment analog and digital telemetry. The author was able to determine the equipment with premature aging remaining usable life as the Boeing/Air Force's GPS Space and Ground Segment Manager on GPS Block I satellites at the factory, launch pad and on on-orbit. He also completed a prognostic analysis on the limited data from the General Dynamics Atlas E/F launch vehicles used to launch GPS Block I satellites into a 63-degree inclination, 12-hour circular orbit beginning in 1979. As the NASA/NOAA GOES Next Spacecraft Manager, he was responsible for the design, manufacture and test of 5 NASA/NOAA GOES Next I-R 3-axis stabilized, geostationary weather satellites and he completed a prognostic analysis only on the first GOES Next satellite. The author was also the Air Force Titan 34D, Boeing IUS solid rocket motor and Scramjet Test Manager at United Technologies in San Jose California. As the Program Manager on the U.C. Berkeley/NASA EUVE low earth orbiting space science program at U.C. Berkeley, Space Sciences Laboratory, the author was requested to complete a prognostic analysis on the on-orbit NASA EUVE low earth orbiting satellite in 1994 and 1995. The results were published in conjunction with Lockheed Martin reliability engineers from the Advanced Development Center. As a spacecraft TC&R/TT&C/C&DH subsystem engineer, the author led the design of the first commercial, geostationary C, Ku and Ka-Band communications satellite to have their subsystem equipment usable life measured prior to launch using PHM to identify the equipment that was going to fail prematurely earning a commendation from INTELSAT. THe author led the design and launched of the first Mil STD 1750A microprocessor-based, central and distributed satellite command and control system using a 1553B data bus and ADA software.
