Dresden als die wohl traditionsreichste Kunststadt Deutschlands in einer Studie zu erfassen war für Armin Gebhardt eine Lebensaufgabe, und so stecken 40 Jahre an Recherche und Arbeit in dieser Publikation. Innerhalb der ersten Kapitel beschäftigt sich Armin Gebhardt ausführlich mit der Architektur Dresdens. Besonders betrachtet werden hier die jetzt wieder vorhandenen 10 Barockpaläste, die 15 berühmten Portale und die 9 Barockbrunnen in der Stadt. Als einzige verdient die weltberühmte Frauenkirche, die im Jahr 2005 wieder eingeweiht werden soll, eine Darstellung aus subjektiver Sicht.Danach kontrastieren die unerreichten Meisterwerke des genialen Goldschmieds Augusts des Starken, Johann Melchior Dinglingers, der Dresdner Entdeckung Johann Joachim Winckelmanns, der ein Menschenalter danach den Klassizismus weltweit entzündete.Im VIII. Kapitel wird "Dresdens als Stätte schöpferischer Romantiker" gedacht, denn die Konzentration künstlerischer Genies in der Ersthälfte des 19. Jahrhunderts ist beispiellos. Hier setzt sich Armin Gebhardt vor allem mit den drei Dichtern Heinrich von Kleist, E. T. A. Hoffmann und Ludwig von Tieck, den drei Musikern Carl Maria von Weber, Robert Schumann und Richard Wagner und den drei Malern Philipp Otto Runge - dem ersten Romantiker -, Caspar David Friedrich und Adrian Ludwig Richter auseinander. Weitere wichtige Geschehnisse werden in 20 Essays erfaßt: Von Dresdens auch künstlerischem Aufstieg zur kurfürstlichen Metropole über die Dresdner Oberlandbaumeister bis zum "Dresdner Renaissancismus" in der Semper-Nachfolge, von Heinrich Schütz, dem ersten Großmeister der deutschen Musik, über die Reichsgräfin Cosel bis zu Gottfried Körner, dem Gastgeber und besten Freund Schillers, von den naheliegenden Vergleichen mit Florenz und Wien über das Dresdner Rokoko bis zum gegenwärtigen Kampf um eine traditionelle Bebauung des Dresdner Neumarktes. Im Schlußkapitel über den "Wiederaufbau - Fakten und Visionen" setzt sich Armin Gebhardt auch mit Zukunftsträumen auseinander und klopft sie auf ihre Realisierbarkeit hin ab. Die Studie hat nicht nur einen wissenschaftlichen Anspruch, sie ist letztlich auch eine Liebeserklärung des in Dresden geborenen Autors an die eigene Heimat.
