This proceeding is brought under subsection (6) of Section 8a of Title I in Public No. 10, Seventy-third Congress, as amended and as reenacted, and amended by the Agricultural Marketing Agreement Act of 1937, as amended (7 usca 601 et [2] The purpose of the proceeding is specifically to enforce the provisions of a certain order known as Order N o. 2, order regulating the handling of oranges and grapefruit grown in the states of California and Arizona, issued by the Secretary of Agriculture of the United States, pursuant to Section 8c of Title I of said section, and also to prevent and restrain the defendants from handling oranges in the cur rent of interstate commerce or in foreign commerce with Canada, or so as directly to burden, obstruct or affect such commerce in such oranges in viola tion of the provisions of said order. A true and correct copy of the order is attached hereto, marked Exhibit A, and made a part hereof.

As hereinafter used the term act means Public N o. 10, Seventy-third Congress, as amended, and as reenacted and amended by the Agricultural Mar keting Agreement Act of 1937, as amended; the term order means the order aforesaid; the term Secretary means the Secretary of Agriculture of the United States; the term oranges means, un less otherwise expressly stated, oranges grown in the states of California and Arizona; the term handling means only such handling of oranges as is in the current of interstate commerce or foreign commerce with Canada, or which directly burdens, obstructs or affects such commerce in such fruit; and the term handler or shipper means any person engaged in such handling.
