Mit ihrer Analyse des Nationalsozialismus und des Stalinismus, die 1951 erstmals erschien, legte Hannah Arendt den Grundstein für die Konstituierung eines Idealmodells der totalen Herrschaft. Carl J. Friedrich und Zbigniew Brzezinski stellten dann 1956 diesen Idealtyp mit seinen allgemeine Wesenszügen dar. Allerdings wurde klar, dass diese nicht einfach weiter auf die herrschenden Verhältnisse in Osteuropa übernommen und angewendet werden konnte. Deshalb gab es einige Versuche, einen passenden Herrschaftstyp zu definieren. I.1.Totalitarismus am Ende? - Die "Klassiker" Kern von Hannah Arendts Betrachtungen stellte eine zentralisierte Macht dar, die selbst die eigenen Institutionen überwachte und regelmäßig "säuberte", um keine parallelen Gruppen mit Macht zu ermöglichen. Andererseits sei gerade auch die Strukturlosigkeit in den Beziehungen zwischen Partei- und Staatsapparat evident, was ein Kompetenzwirrwarr zur Folge hatte, in dem niemand mehr den Überblick behalten konnte. Ob das wirklich immer so war, wurde im Bezug auf den Nationalsozialismus von den Historikern in der "Polykratie-Debatte" kontrovers diskutiert. Offiziell wurde die Herrschaft zwar von einer Partei ausgeübt, andererseits war der Begriff "Bewegung" viel angemessener. Richtlinie für das Vorgehen war demnach nicht irgendein Parteiprogramm, sondern die Bewegungsgesetze, welche eine vorgezeichneten Weltgeschichte propagierten, die nur vollendet werden müsste. Dies ging mit einer Ideologie einher, die im Nationalsozialismus das Ziel der Rassengemeinschaft, im Kommunismus das der klassenlosen Gesellschaft beinhaltete.
