Abstract The occurrences of natural disasters and catastrophes (earthquakes, hurricanes, cyclones, etc.) are rarer events; however, they do reappear on longer-term cyclical patterns, sometime in the same regions. An important part of innovation development of new process of technological innovations was learning to master the exceptions to the rules, which reduce risks.
