American intelligence discovered for sale on the dark web Russian weapon technology, an amphibious drone capable of transporting illegal contraband and can deliver a nuclear dirty bomb missile. The sale is set to take place in the Caribbean, somewhere near Cuba. Among the interested parties are Mexican and international cartels and two Cuban generals. Fearing another Cuban Missile Crisis, a task force headed by Homeland Security Special Agent Robert Hardy, recruits two unknowns. Afro-Cuban American TJ Alvarez and his friend wounded warrior Jake Harper.
TJ Alvarez, former Army Ranger sniper, now works for Miami Dade as an undercover member of the SWAT team gang enforcement unit. Agent Hardy directs him to investigate gang and cartel involvement as potential buyers in connection with a money laundering operation which points to a Russian Real Estate mogul living on a yacht docked at a private Miami marina.
