Studienarbeit aus dem Jahr 2003 im Fachbereich Politik - Sonstige Themen, Note: 2,7, Freie Universität Berlin (Otto-Suhr-Institut für Politikwissenschaften), Veranstaltung: Globalisierung, 12 Quellen im Literaturverzeichnis, Sprache: Deutsch, Abstract: Laut Artikel 20 der Allgemeinen Erklärung der Menschenrechte, hat jeder Mensch "das Recht auf Vereinigungsfreiheit zu friedlichen Zwecken".1 Dieses Recht ist offensichtlich ein Menschenrecht und folglich jedermann zu gewähren. Das Recht auf Vereinigungsfreiheit lässt sich jedoch nicht nur in der Menschenrechtserklärung der Vereinten Nationen finden. Der Anspruch auf dieses Recht wird in den Kernarbeitsnormen, die die Internationale Arbeitsorganisation ( ILO ) 1998 in der "ILO Declaration on Fundamental Principles and Rights at Work" veröffentlichte, aufgegriffen. Neben diesem Menschenrecht, das hier explizit als Recht eines Arbeiters definiert wurde, setzte die ILO die Tarifautonomie, die Freiheit von Zwangsarbeit, ein ausführliches Diskriminierungsverbot sowie das Verbot von Kinderarbeit auf die Liste der Kernarbeitsnormen. Es stellt sich die Frage, ob nun diese Sozialstandards im internationalen (ökonomischen) System der Welt als sanktionierbarer Standard, und somit als Steuerungsinstitution im Sinne des Institutionalismus, sinnvoll sind, oder nicht. Die Rolle der Kernarbeitsnormen kann von der inhaltlichen Perspektive her und von der der Umsetzung in die Praxis her betrachtet werden. Die Pole, die sich bei der Beurteilung dieser Frage offenbaren, können einmal auf der Seite des Marktliberalismus gesehen werden. Der andere Pol bei der Betrachtung kann als Seite der (Neo)Institutionalisten beschrieben werden. Diese Betrachtung wird den Anfang der folgenden Ausführungen bilden und zeigen, dass inhaltliche Parallelen existent sind, die Wege zur praktischen Umsetzung jedoch unterschiedlich.
