Zum einen liegt dies an den vielen betroffenen Personen und zum anderen am Kampf gegen dieses soziale Problem der modernen Gesellschaft. Eine Eingrenzung auf besonders vom Mobbing betroffene Personen, beispielsweise nach Altersgruppen oder sozialen Gruppierungen kann kaum vorgenommen werden. Sowohl Kinder und Jugendliche in der Schule als auch Personen in der Arbeitswelt sind davon betroffen. Die Handlungen und Vorgänge, die in ihrer Gesamtheit als das soziale Problem des Mobbing zu betrachten sind, richten nicht nur einen persönlichen Schaden bei den betroffenen Individuen an, sondern auch im weiteren Arbeitsumfeld durch das Entstehen von Folgekosten. Diese können beispielsweise durch Krankheitsausfälle des von Mobbing betroffenen Personals entstehen. Bezüglich des Auftretens von Mobbing in bestimmten Arbeitsbereichen, wie etwa in dem der Verwaltung oder in Unternehmen, macht die Fachliteratur keinen wesentlichen Unterschied. Die Problematik des Mobbing lässt sich durch sämtliche Beschäftigungsgruppen der allgemeinen Arbeitswelt hindurch nachweisen. Mobbing entsteht als schädigendes soziales Verhalten am Arbeitsplatz allgemein nicht aus Konflikten, die sich aus der zu leistenden Arbeit ergeben. Hingegen kann Mobbing als aggressives Verhalten, das auf die psychische und physische Zermürbung bzw. Zerstörung der betroffenen Personen ausgerichtet ist, beschrieben werden. Die volkswirtschaftlichen Schäden belaufen sich auf Milliarden von Euro. Der Umfang von Mobbing-Handlungen lässt sich nach Alter und Geschlecht, nach Betriebsgrößen, Berufsgruppen, dem Status der Beteiligten sowie nach dem Status und dem Tätigkeitsniveau der Betroffenen differenzieren.
