(Albert Camus) Albert Camus (1913-1960) war ein bedeutender französischer Schriftsteller und Philosoph. Sein Zitat thematisiert die Notwendigkeit intensiver Bemühungen und Reformen zur Schaffung einer Kultur. Diese Annahme ist auch auf das Bildungssystem übertragbar. Dabei genügt es nicht, die Notwendigkeit von Veränderungen zu proklamieren, es bedarf vielmehr konkreter Instrumente zu zielführenden Veränderungen. So sorgt das schlechte Abschneiden deutscher Schülerinnen und Schüler in internationalen Bildungsvergleichstest seit Jahren für kontrovers geführte Diskussionen über notwendige Reformen im deutschen Schulsystem. Der Ansatz des Schulprogramms und die Durchführung von Evaluationen ist dabei ein mögliches Konzept zur Reform des Unterrichts und der Schule mittels ergebnisorientierter Steuerung. Die Intention der vorliegenden Arbeit liegt in der Darstellung des Potentials von Schulprogrammen und schulinterner Evaluation für die Schulentwicklungsarbeit. Dabei wird zunächst das Schulprogramm hinsichtlich seiner Charakteristika, Ziele und seines Verlaufs, aber auch bezüglich bestehender Schwierigkeiten und Herausforderungen beleuchtet. Daran schließt sich die Betrachtung der Evaluation an. Neben einer Begriffsdefinition und Merkmalssetzung soll die Abgrenzung von innerer und äußerer Evaluation erfolgen. Im weiteren Verlauf wird die innere Evaluation im Hinblick auf ihre Chancen und Grenzen untersucht und der Evaluationsverlauf ausgeführt. Abschließend soll eine Bilanz zur Bedeutsamkeit von Schulprogrammen und schulinterner Evaluation für die Schulentwicklungsarbeit gezogen werden.
