Nachdem der Schuldenberg der Eidgenossenschaft im Jahr 1980 noch knapp 32 Mrd. Franken betrug, stieg dieser bis 2004 auf über 126 Mrd. an; aber auch die jährlichen Zinszahlungen wuchsen von gut einer Milliarde (1980) auf ein Rekordhoch von 3.7 Mrd. im Jahr 2002. Das bedeutet, dass täglich mehr als 10 Mio. Franken für Zinszahlungen aufgewendet werden mussten. Das Ausmass dieser Zahlen macht klar, dass ein Schuldenmanagement nötig ist, wenn der Staat langfristig überleben will. Gleichzeitig zeigen die aktuellen Sparvorhaben und neuen Abbaupläne des Bundes, welche immer wieder in die Schlagzeilen der Medien gelangen, dass die Finanzierung öffentlicher Dienstleistungen und Infrastruktur nicht ad infinitum möglich ist. Einerseits sollte Bewusstheit herrschen, wie viele Schulden der Staat verkraften kann, andererseits sollte die vorhandene Schuld möglichst günstig bewirtschaftet werden. Ziel der vorliegenden Arbeit ist es, aufzuzeigen, wie das Debt Management durchgeführt werden sollte, damit das Verschuldungsrisiko klein ist und auch die entstehenden Finanzierungskosten möglichst gering ausfallen. In Kapitel 2 werden dazu zuerst Basiskonzepte erläutert, die für das weitere Verständnis nötig sind, und anschliessend verschiedene neuere und ältere Beiträge der Fachliteratur vorgestellt, welche sich mit der Ausrichtung des Schuldenmanagements befassen. Kapitel 3 befasst sich mit der politischen Umsetzung der besprochenen Zielsetzungen und der Frage, ob es eine Obergrenze der Verschuldung gibt. Eine Analyse der Entwicklung der schweizerischen Schuld und des Schuldenmanagements folgt in Kapitel 4: Wichtige Kennzahlen werden in den internationalen Vergleich gestellt; das auf den ersten Blick erschreckende Ausmass wird dadurch sehr relativiert. Da in der Schweiz die Anleihen zudem bis zu 92% der mittel- und langfristigen Verschuldung ausmachen, wurden auch sämtliche ausstehenden Bonds in den Jahren 1980 - 2004 untersucht und auf jährlicher Basis die durchschnittliche Restlaufzei
