Dabei zeigt sich im öffentlichen Diskurs vermehrt eine Rhetorik der Skepsis, der Angst, aber auch der Panik. "Wieviele werden noch kommen?", "Wie soll das der Sozialstaat tragen?", "Wie lässt sich die Zuwanderung verhindern?" Diese oder ähnliche Fragen klingen an. Die Sorgen der hiesigen Bevölkerung in Bezug auf vermehrte Zuwanderung von Roma schlicht als "Fremdenfeindlichkeit" zu deklarieren, greift zu kurz. Gleichwohl bleibt zu zeigen, ob und inwiefern das dahinter stehende Denken und das aus dieser Haltung folgende Tun als Rassismus zu bezeichnen sind. Die vorliegende Arbeit beschäftigt sich hauptsächlich mit Roma aus Rumänien. Dies hängt damit zusammen, dass die derzeit in deutsche Großstädte Zuziehenden hauptsächlich aus diesem Staat kommen. Es soll nicht der Eindruck vermittelt oder der Irrtum unterstützt werden, das Land Rumänien sei die "Urheimat" von Menschen, die der Roma-Community angehören. Jedoch leben in diesem Land europaweit die meisten Roma, sodass unter Berücksichtigung der Tatsache, dass Roma prozentual zur Gesamtbevölkerung des jeweiligen Landes migrieren, im vergangenen Jahr etwa 2.100 Roma von Rumänien nach Deutschland zugezogen sein dürften. Die Frage, wie eine umfassende Integration durch Bildung geschehen kann, ist zunächst auch eine Frage nach ihren Voraussetzungen. Eingangs sind Erläuterungen zu den Wanderungsgründen der rumänischen Roma notwendig, bei denen besonders auch die Mechanismen der Ausgrenzung durch die Mehrheitsgesellschaft eine Rolle zu spielen scheinen - Bemerkungen zu den Bedingungen im Heimatland Rumänien sind unerlässlich.
