Rozpoczęcie konfliktu na Bliskim Wschodzie datuje się najpóźniej na rok 1948, kiedy to utworzono państwo Izrael. Do dnia dzisiejszego nie osiągnięto żadnego rozwiązania tego konfliktu mimo wielu prób mediacji ze strony międzynarodowej. W latach dziewięcdziesiątych ubieglego wieku podejmowano wiele inicjatyw, slużących rozwiązaniu konfliktu bliskowschodniego. Najważniejsze z tych inicjatyw to postanowienia konferencji w Madrycie z 1991 r., oświadczenie z Oslo z 1993 r. oraz spotkanie przewodniczącego OWP Yasira Arafata z premierem Izraela Edhudem Barakiem z 2000 roku, do którego doszlo z inicjatywy Billa Clintona w Camp David. Podczas spotkań w Madrycie i Oslo osiągnięto pierwsze zadawalające wyniki, jednak spotkanie, które przeszlo do historii jako Camp David II, zakończylo się raczej fiaskiem i nie przyczynilo się w żaden sposób do odprężenia. Po spotkaniu tym nastąpila wręcz eskalacja konfliktu, we wrześniu roku 2000 ogloszono intifadę Al-Aksa, a od tego czasu aż po dzień dzisiejszy dialog między stronami konfliktu jest niemal niemożliwy. Klimat polityczny w regionie determinowany jest przez wzajemne obwinianie się oraz nieufnośc zarówno po stronie izraelskiej jak i palestyńskiej. Najnowsze wydarzenia, a w szczególności wojna w Libanie, która miala miejsce w roku 2006, oraz faktyczny podzial terytoriów Autonomii Palestyńskiej na strefy wplywów Fatah i Hamas oraz coraz częściej i wyraźniej artykulowane groźby z Teheranu pod adresem Izraela doprowadzily do dalszego pogorszenia i tak już trudnej sytuacji. Ta fundamentalna utrata zaufania między stronami konfliktu może byc zalagodzona wylącznie przez zaangażowanie polityczne stron trzecich. W takiej sytuacji niezbędne
