Les Allemands voulaient l'unité surtout pour deux raisons, dont l'une me paraît très creuse et l'autre très sérieuse. Malheureuse ment, il faut l'avouer, la première a exercé et exerce peut - être en core plus d'empire que la seconde. Cette raison, la voici. Les Alle mands se considèrent comme la branche la plus pure, la plus noble de la noble race aryenne, et ils trouvent que leur pays ne fait pas dans le 'monde la figure qui convient à une si haute origine. Ils as pirent à devenir un grand état, ayant une grande flotte, une in nombrable armée, jouissant d'une influence considérable et en me sure d'acquérir beaucoup de gloire. Or il n'y a pas un seul de ces voeux qui n'aboutisse à une déception. Ce n'est pas au chiffre de la population ni à l'étendue du territoire que se mesurent le bonheur, l'éclat, les lumières, et les états les plus vastes sont souvent les plus déchirés et les moins libres. La Judée, ce coin de cailloux brû lés, comme dit Voltaire, et Athènes, cette bourgade peuplée de 20 000 hommes libres, 11 'ont - elles pas fait incomparablement plus pour la civilisation que l'empire des satrapes ou celui des césars? Et en Allemagne même quel foyer de vie intellectuelle que Weimar, ce duché microscopique! Quelles sources de science que gottingue, Heidelberg, Tubingue, ces grandes universités de petits états! Exer cer de l'influence! Prétention inique des forts d'imposer leur vo lonte aux faibles, système d'intervention aussi funeste à celui qui le pratique qu'à celui qui en est la victime. Notre influence est compromise, s'écrie la diplomatie avec désespoir: tant mieux, car la seule profitable à tous est celle qui résulte de l'exemple d'un bon gouvernement et d'institutions libres. Les pays où l'expérience sert a quelque chose, comme l'angleterre, commencent a le com prendre. Les petits états sans rôle politique a l'extérieur sont les plus heureux, car ils n'ont à s'occuper que d'eux - mêmes et ne peu vent nuire aux autres. Sur la surface de notre pauvre planète toute trempée de sang et de larmes, est-il des contrées plus fortunées, plus prospères que la Belgique et la Suisse, ces petites oasis de liberté et de paix où les proscrits des grands empires trouvent tour à tour un asile? Une puissante flotte de guerre! Que l'alle magne, hantée depuis 18118 par la manie d'en avoir une, considère l'union américaine, qui vend tous ses vaisseaux cuirassés à la France, au Japon, à la Russie, à tous ceux qui veulent lui en ache ter, elle qui a pourtant à protéger la marine marchande la plus considérable de l'univers. Et la gloire! Ce vain mot qui a fait tom ber tant de générations humaines sous le fer des capitaines habiles et des conquérans illustres, faut-il que la patrie de Kant se mette à poursuivre cette sanglante chimére au moment où les autres na tions arrivent a en reconnaitre la vanité? Oui, heureux les peuples qui n'ont pas d'histoire et ceux dont les souverains ne portent pas de lauriers au front sur l'effigie de leurs monnaies! Ces aspirations que nous venons de combattre ne sont que des bouffées d'ambition malsaine, écloses dans cette atmosphère d'idées politiques arrie rées qui a si longtemps pesé sur l'allemagne. Elles se dissiperont, elles se dissipent déjà devant le courant d'idées justes que le xixe siècle a le mérite d'avoir vulgarisées, et qui font voir que la vraie gloire consiste a faire régner au profit de tous le bien - etre et la justice.
