(2018, pp.108-11) suggested that self-determination theory and goal-setting theory are well supported contemporary theories of motivation, he/she is capable of performing a task. The higher, the staff self-efficiacy, the move confidence the staff has in whose ability to succed. So, in different situations, staffs with low self-efficacy are more likely to lessen whose effort. Self-efficacy can create a positive working attitude in which those ith hifh efficacy become more engaged in their tasks and then, increase performance, which increases efficacy further.However, it brings one question: How to increase the staff's confidence to reaise whose performance? I believe that if the HR organization can provide effective training to any skillful shortage of staffs number to satisfy to different departments' efficient performnce needs. The effective training can be the best method to assist unskillful staffs to raise whose task effort. The effective training programs can often be made use of enactive training teaching materials by choice of the most suitable teaching materials and building the confidence to staff individual skill. In fact, one reason training works is that it increases self-efficacy, particularly when the training is interactive and feedback is given from the trainees. So, the trainer can know whether every trainee feels what difficulty to understand whose feeback in every training course. Individuals with higher levels of self-efficacy also appear to bring more benefits from training programs and are more likely to use their training on the job. So, effective training teaching material arrangement and enough time feedback in every training course will be one imported factor to raise staff individual efficiency to whose goals.2.Developing people through effective delegation skillDelegation is one important method to raise staff individual efficiency and productive performance. In fact, it has relation to effective HR department's decision. For example, if one poor management skillful manager who is selected to employ to do the manager position in the organization's one department. If his/her managing skill is poor, he/she doesn't know how to arrange different kinds of tasks to delegate to whose department's different positions of stafss to work. If his/her judgement of arrangement task's skill is poor. He/her delegates the urgent or important tasks to one low skillful or low effort staff to attempt to do the tasks, then, it will bring raising task difficulty to the low skillful or low effort staff. He/she won't improve whose performance, even it will bring pressure to the low skillful employee to work inefficiently.
