Studienarbeit aus dem Jahr 2013 im Fachbereich Organisation und Verwaltung - Sonstiges, Note: 1,3, Otto-Friedrich-Universität Bamberg (Social Sciences / Political Sciences), Veranstaltung: Verwaltungsmodernisierung, Sprache: Deutsch, Abstract: Die Reform der öffentlichen Verwaltung im Rahmen des Neuen Steuerungsmodells bedingte eine stärkere Ausrichtung der Verwaltung an Kriterien der Effizienz und Effektivität. Eines der Kernziele der Reform richtete sich auf die Erhöhung des Leistungspotenzials und der Leistungsbereitschaft der Mitarbeiter im öffentlichen Dienst. Eine wirksame Ausrichtung des Personals an Leistungsprinzipien erforderte gleichzeitig eine stärkere Orientierung der Bezahlung an Funktion und Leistung. In diesem Zusammenhang trat im Oktober 2005 der Tarifvertrag für den öffentlichen Dienst (TVöD) zur Reformierung des Entgeltsystems von Angestellten und Arbeitern in Kraft. Im Rahmen dieser Arbeit erfolgt eine Untersuchung der Fragestellung, inwiefern die Reform des Tarifrechts des öffentlichen Dienstes Leistungsminderung und Verdrängung intrinsischer Motivation auf kommunaler Ebene begünstigt. Da die Detailregelung der Leistungsbewertung auf kommunaler Ebene nicht im TVöD vorgenommen wird, sondern ihre Ausarbeitung im Rahmen von Betriebs- und Dienstvereinbarungen vorgesehen ist, erfolgt exemplarisch eine Analyse der Dienstvereinbarung der Stadt Nürnberg für die Stadtverwaltung. Mithilfe der Motivation Crowding Theorie werden Indikatoren identifiziert, die einen Verdrängungseffekt und Leistungsminderung bewirken. Auf Basis dieser Indikatoren erfolgt eine Analyse des TVöD sowie der Dienstvereinbarung der Stadt Nürnberg. Abschließend wird diskutiert, welchen Beitrag die Motivation Crowding Theorie zu einer effektiveren Gestaltung von Anreizsystemen im öffentlichen Dienst leisten kann und wie auf dieser Basis ein Steuerungssystem für den öffentlichen Dienst gestaltet sein könnte.
