Este libro del profesor Rafael Badell Madrid sobre La Reclamación de Venezuela sobre el Territorio Esequibo se desenvuelve o puede leerse de tres maneras distintas. Primero, en nueve capítulos, el libro narra, estudia y comenta los acontecimientos históricos y jurídicos más importantes ocurridos en los últimos doscientos años; explica sus antecedentes y algunos hechos que han impactado la reclamación; entre ellos, el Tratado de Status Quo de 1850, por medio del cual Venezuela y el Reino Unido se comprometieron a mantener la situación fronteriza, tal y como se encontraba para ese momento, evitando ocupar el territorio en discusión; el Tratado de Washington de 1897; el terrible Laudo de París de 1899, nulo de nulidad absoluta; el Acuerdo de Ginebra de 1966 y el Protocolo de Puerto España de 1970.

Contiene un denso estudio sobre la Corte Internacional de Justicia, su régimen jurídico, tanto el sustantivo como las normas que regulan los aspectos procesales que ya se han cumplido en esa instancia judicial y los que están por ocurrir. Dentro de estos, los argumentos de cada una de las partes y las contundentes pruebas que tiene Venezuela para demostrar la nulidad del Laudo de París de 1899.

Otra forma de leer el libro, Capítulo X, es a través de los cien personajes que han sido protagonistas, para lo bueno y para lo malo, no sólo de lo ocurrido en los últimos doscientos años, sino desde 1493 cuando el Papa Alejandro VI suscribió la Bula Menor Intercétera, mediante la cual se dividió a los territorios de América del sur entre España y Portugal. Capítulo X.

También puede conocerse todo lo relativo a esta reclamación, esta vez de manera cronológica. En el Capítulo XI se comentan los acontecimientos ocurridos en las ciento veinte fechas más relevantes, que también comienza en 1493 con la mencionada Bula Menor Intercétera dictada por Papa Alejandro VI, que es considerado el primer documento que constituye un título jurídico sobre los territorios en disputa y en 1494 cuando con el Tratado de Tordesillas se consagró la soberanía de España y Portugal en el continente americano.

El libro esta lleno de documentos, citas de reconocidos historiadores y juristas, cartas, mapas, declaraciones y constancias que asombraran al lector cuando constate que tanto el proceso arbitral como el laudo de París de 1899 fueron un inmenso fraude, por medio del cual se llevo a cabo el despojo del territorio situado al oeste del río Esequibo que desde simepre ha pertenecido legítimamente a Venezuela. El Capítulo XII recoge todos los documentos que vienen a demostrar las afirmaciones contenidas en este estudio.

En el Prólogo de la obra, el reconocido experto Dr. Héctor Faúndez Ledesma, señala que "Se trata de la obra más com-pleta escrita sobre este tema hasta el momento..."
