" La répression des crimes et délits, la surveillante et l'arrestation des malfaiteurs, incombent à la première division de la préfecture de police, division qui se sépare en deux portions distinctes, la partie administrative et la partie active. Cette dernière porte le nom générique de police municipale; c'est celle que nous connaissons tous, qui frappe nos yeux à chaque instant, qui est en rapports permanents et directs avec la population par son armée de sergents de ville. Ce n'est là, pour ainsi dire, que l'enseigne de la police. Ces agents vêtus d'uniforme, cantonnés dans des postes apparents, arrêtent les malfaiteurs saisis en flagrant délit et ramassent les vagabonds; mais leur principale fonction est d'assurer la sécurité des quartiers par des rondes perpétuelles, de faire observer les ordonnances, de porter aide et secours où ils sont appelés, et en toute circonstance d'avoir recours à la conciliation avant d'employer la rigueur. Les services qu'ils rendent à Paris sont très divers; leur présence dans les rues est seule déjà un bienfait, et plus d'un filou, à la vue du tricorne bien connu, a pris la fuite sans mettre ses mauvais desseins à exécution. La vraie police est moins visible, elle n'a point d'insignes brodés au collet, ni d'épée au côté. Ses agents, qui alors prennent le nom d'inspecteurs, sont vêtus en bourgeois, et leurs brigades, dont les attributions sont sévèrement limitées, exercent leur surveillance sur les malfaiteurs, les garnis et les moeurs. La police municipale et la police administrative sont en relations constantes; elles s'entr'aident, se renseignent, s'éclairent mutuellement, se côtoient sans se mêler, et fonctionnent de telle sorte que chaque section du service actif a son analogue et son correspondant au service sédentaire. Ce système est appliqué à l'extérieur même de la préfecture, dans les divers quartiers de Paris, où le commissaire représente la partie administrative, tandis que l'officier de paix est l'agent direct de la police active. Tous les ordres de recherches sont transmis par le service administratif, tous les renseignements spéciaux sont recueillis par le service actif; le premier donne l'impulsion, le second la suit; en un mot, l'un est la tête et l'autre est le bras. Le but poursuivi est le même: le respect de la loi qui sauvegarde la vie, la propriété et la moralité..."
