English summary: In this work, Rolf Ackermann deals with the far-reaching methodological and the politico-economic questions raised by the phenomenon of path dependency. He shows that it is almost impossible for a state to know ex ante what the right path is. On the other hand, it seems obvious that cases of 'evolutionary failure' can occur, which then might make it expedient for state or collective action to correct the mistakes ex post . The author analyzes three causes of institutional inflexibility caused by path dependence: coordination effects, complementarity effects and the self-reinforcing effects of the traditional ways of thinking or 'mental models' in society. He shows that the probability of successful institutional reforms increases if these causes are properly diagnosed, illustrating this with the example of the transformation of formerly socialist countries. German description: Wir leben in einer historischen Welt: Diese offensichtliche Tatsache hat der Mainstream der okonomischen Wissenschaft aus den Augen verloren, weil er einem ahistorischen Gleichgewichtsdenken verhaftet ist. Der Gedanke, dass die Evolution von Technologien und Institutionen historisch kontingenten Pfaden folgt, riss viele Wirtschaftswissenschaftler aus ihrem dogmatischen Schlummer. Rolf Ackermann geht den weitreichenden methodologischen und vor allem auch wirtschaftspolitischen Fragen nach, die das Phanomen Pfadabhangigkeit aufwirft. So untersucht er die Moglichkeiten und Grenzen des Staates, politisch in die Pfade der Wirtschaft einzugreifen. Da es in der Evolution von Wirtschaftssystemen vorkommen kann, dass suboptimale Pfade eingeschlagen und dann nicht mehr verlassen werden ('Lock-in'), scheint es nahezuliegen, dass der Staat der unsichtbaren Hand der Evolution zu Hilfe eilen sollte, um ein solches 'Evolutionsversagen' zu verhindern. Es zeigt sich aber, dass der Staat schwerlich ex ante wissen kann, welcher Pfad der 'richtige' ist - hier bleibt lediglich, die Moglichkeit eines Evolutionsversagens durch geeignete Ordnungspolitik zu minimieren. Ausschliessen lasst sich diese Moglichkeit aber nicht, so dass es durchaus sinnvoll sein kann, durch kollektives oder staatliches Handeln 'Irrtumer' der Evolution nachtraglich zu korrigieren. Rolf Ackermann analysiert drei verschiedene Ursachen fur pfadabhangigkeitsbedingte Inflexibilitat von Institutionen: Koordinationseffekte, Komplementaritatseffekte und die selbstverstarkende Wirkung tradierter Denkschemata oder 'gemeinsamer mentaler Modelle' in der Gesellschaft. Fur Reformbemuhungen stellen sich in den drei Fallen unterschiedliche Probleme - und daher steigen die Erfolgsaussichten fur Reformen, wenn die Ursachen fur das Beharrungsvermogen unerwunschter Regeln richtig diagnostiziert werden. Dies wird am Beispiel der Transformation ehemals sozialistischer Lander illustriert.
