He came from a distinguished Bengali family, excelled in education, and joined the Indian Civil Service. Dutt managed relief operations during famines and served in various administrative roles. After retirement, he lectured on Indian history in London and became the dewan of Baroda State. He was actively involved in politics, serving as the President of the Indian National Congress in 1899 and a member of the Bengal Legislative Council. Dutt was also a prominent figure in literature, serving as the first president of the Bangiya Sahitya Parishad. He authored works on Bengal's literature and economic history, emphasizing the impact of British rule on Indian industries. Dutt's contributions earned him the Companionship of the Indian Empire award. He passed away in 1909, leaving a lasting legacy in Indian academia and politics.
