Para los estudiosos del urbanismo a escala mundial, la ciudad es la creación más espiritual de nuestra civilización y la más grande obra de arte concebida por el hombre. En ellas, como punto preponderante del urbanismo se encuentran las plazas, espacios públicos rodeados de edificaciones oficiales y privadas, cuyo conjunto testimonia la evolución social y urbana de ciudades y pueblos surgidos desde tiempos remotos. Son los centros de la vida urbana, y expresan la civilización y cultura de los pueblos, de ahí que sean además emblemas de identidad.
En la Edad Antigua sirvieron de centros cívicos-políticos, función que tuvieron el ágora griega y el foro romano. En la Edad Media se edificaron frente a catedrales, palacios y ayuntamientos, y en la época barroca estuvieron contempladas en la planificación urbanística de las ciudades, se plantaban hileras de árboles geométricamente, en filas o senderos. Los naturalistas en el siglo XIX fueron los que propusieron espacios verdes públicos, en formas de parques, jardines, calles arboladas y plazas, para mejorar el aspecto físico-social de las ciudades, pues anteriormente, en la ciudad medieval y renacentista, la jardinería tenía un uso restringido .Se dice que todos los caminos conducen a Roma, pero en Holguín todas las calles llevan al caminante a ese espacio insoslayable del que nos sentimos orgullosos. Como escribiera esa holguinera reyoya que es Paquita Armas Fonseca, "el Calixto García es sinónimo de Parque, así con mayúscula y sin nombre y apellidos, ya que es allí donde palpita el corazón de la más importante ciudad nororiental y porque para los nacidos en ella no existe otro en Cuba que alcance su dimensión, belleza y valor sentimental."
Llegado el 31 de diciembre de 1900, cientos de holguineros escogieron este espacio tan amado para recibir el nuevo siglo. Veamos lo que a propósito de esas festividades publicó un periódico local:
"Grande fue el entusiasmo que se notó en esta ciudad la noche del lunes último con motivo de despedirse el siglo XIX. A las diez en punto dio principió la retreta, ejecutada por la brillante orquesta del señor Avilés, la cual terminó a las doce a los acordes de la diana de Agramonte. A dicha hora el cañón guerrero dejó oír su prepotente estampido saludando el nuevo siglo. Esos cañones estaban dirigidos por nuestro amigo Carlos Muecke, eran los mismos que en días de guerra aterraban por sus estragos mortíferos y ayer sirvieron para indicar a un pueblo la nueva era de paz, de progreso y de libertad". (16)

Ese estilo entre el optimismo y la apología, entre el fervor patriótico y la demagogia politiquera, distinguiría, en gran medida las décadas futuras, como evidencian muchos comentarios de la prensa sobre los incontables y multitudinarios actos que se realizarían en el parque y sus alrededores. Otras dos grandes concentraciones de pueblo que servirían de arquetipo fueron la bienvenida, el 22 de abril de 1902, a Estrada Palma, quien tras permanecer preso en La Periquera en 1877, parte de este sitio para abordar el barco que lo llevaría a su largo exilio en tierras norteñas. A través del mismo puerto retorna para tomar posesión de la primera magistratura, esta vez en la misma plaza que había vivido tantos momentos tristes. Lo reciben los sueños y las quimeras de los habitantes de una ciudad que le regalaban un hermoso arco de triunfo y un vals interpretado por la Orquesta Avilés, el mismo había sido escrito por Manuel Dositeo Aguilera bajo el sugestivo título de Nuestro Presidente.
