SAMUEL MILLER foi o principal porta-voz do presbiterianismo do século dezenove. Suas preocupações refletiam os interesses da PCA (Igreja Presbiteriana da América). Tudo que escreveu demonstrava especial preocupação com o governo eclesiástico....Em 1831 Miller publicou uma ampliação sobre o tema do presbiterato com o título "Um Ensaio sobre o Fundamento, a Natureza e os Deveres do Ofício do Presbítero Regente na Igreja Presbiteriana" (An Essay, on the Warrant, Nature and Duties of the Office of the Ruling Elder, in the Presbyterian Church). Quando o volume veio a lume, Miller contava com o respaldo de vinte anos de experiência pastoral, e de quase mais vinte anos de docência acadêmica.O seu livro contém uma longa apresentação bíblica e histórica sobre o presbítero regente. Ele defende a base bíblica do governo presbiteriano, alicerçando o seu enfoque especialmente no ofício do presbítero. Analisando passagens do Velho e do Novo Testamento, Miller discute a estrutura governamental da sinagoga judaica e de como certos elementos foram trazidos para o governo da Igreja Neotestamentária. A partir daí apresenta um tratamento histórico do ofício presbiteral - reconstituindo-o desde os pais apostólicos, passando pela Reforma até à prática de seus dias.No curso desta apresentação o leitor encontrará uma seção de material tremendamente prático quanto aos deveres e qualificações dos presbíteros. Num certo trecho Miller observa: Não há vantagem nenhuma em se eleger homens inadequados para esse ofício apenas com o propósito de se aumentar o número de indivíduos do conselho da igreja. É muito melhor se acompanhar de três ou quatro presbíteros piedosos, sábios e prudentes, do que acrescentar às suas alas duas ou três dúzias de homens de perfil contrário que, pela sua falta de piedade e sabedoria, podem ser fontes de aborrecimento e não de consolação - de maldição e não de bênção. Então, seria melhor que os pastores e as suas igrejas ao invés de se precipitarem em abarrotar as fileiras de seus conselheiros congregacionais com homens não aptos à função, esperassem pacientemente até que o Cabeça da igreja lhes provesse candidatos, de algum modo, segundo o Seu próprio coração[1].Antes do livro de Miller não havia no presbiterianismo americano qualquer obra que tratasse sistematicamente do assunto. Depois de publicado, tornou-se o livro de referência para todas as discussões posteriores sobre presbiterato.O desejo do editor é que esse livreto possa desafiar os membros de igreja a serem criteriosos na seleção de seus oficiais.
