Fernando dos Santos Neves é licenciado em Filosofia e em Teologia e doutorado em Filosofia, Ciências Sociais Aplicadas e Pensamento Contemporâneo; é co-fundador e primeiro Reitor da Universidade Lusófona de Humanidades e Tecnologias (Lisboa, 1991-2006) e da Universidade Lusófona do Porto (2007-2012) e Presidente Honorário do Conselho Superior Académico do Grupo Lusófona (CSA/GL); foi Professor de Ciências Políticas na Universidade de Paris e na Universidade Nova de Lisboa, vindo a criar a 1a Licenciatura de Ciência Política em Portugal (1991) bem como a primeira Licenciatura de Ciência das Religiões (ULHT/ULP, 1991/1997); introduziu nas Universidades Portuguesas a disciplina de "IPC - Introdução ao Pensamento Contemporâneo" e criou, em Portugal, a primeira Unidade de Estudos e Investigação "Ciência, Tecnologia e Sociedade" (UEICTS); fundou as "Semanas Portuguesas de Teologia" (1961-1965); as "Semanas Sociológicas" (1989); a "Sociedade Africanológica de Língua Portuguesa" (SALP/1991) e a "Associação dos Cientistas Sociais do Espaço Lusófono" (ACSEL/1994); lançou a "Editorial Colóquios" (Angola, 1968), as "Edições ETC" (Paris, 1973), as "Edições Universitárias Lusófonas" (Lisboa, 1992) e a "Editorial Clérigos" (Porto, 2014) bem como a "REVISTA LUSÓFONA DE HUMANIDADES E TECNOLOGIAS", "RES-PUBLICA, Revista Lusófona de Ciência Política e Relações Internacionais", "CAMPUS SOCIAL, Revista Lusófona de Ciências Sociais", "AFRICANOLOGIA, Revista Lusófona de Estudos Africanos" e "KAIROLOGIA, Revista Euro-Lusófona do Pensamento Contemporâneo"; em homenagem à famosa 11a Tese de Marx: "Até aqui os filósofos têm-se contentado em interpretar o mundo de diversas maneiras, mas importa também transformá-lo!", é autor de várias "ONZE TESES... sobre o Ensino Superior, a Lusofonia, a Regionalização, o novo Acordo Ortográfico da Língua Portuguesa, etc."; É considerado o pai teórico da "Lusofonia" (cuja palavra terá feito entrar no vocabulário da Língua Portuguesa) e é autor da "Declaração de Luanda" (Abril 2002) para a criação do "Espaço Lusófono do Ensino Superior" (ELES), á imagem e semelhança da "Declaração de Bolonha" e do "Espaço Europeu de Ensino Superior" (EEES), de que foi, em Portugal, um dos mais destacados pioneiros, designadamente com o polémico artigo: "Quem tem medo da Declaração de Bolonha"? Desde os anos 60 do século XX que, com o novo termo "Cairologia", "Refontalização" e "Aggiornamento" vem chamando à atenção para as "Horas Certas" das inadiáveis modernizações das Igrejas e das Sociedades Lusófonas (Concílio Vaticano II, Maio 1968, Descolonização, 25 de Abril de 1974, "União Europeia", "Lusofonia", "Alter-Globalização" etc.) "Que melhor apresentação de Fernando dos Santos Neves do que o seu impressionante, mesmo se apenas telegráfico Curriculum Vitae para que remeto o leitor?
