1. Problemstellung Zu Beginn der 80er Jahre beherrschte der "freeze"-Vorschlag aus den Reihen der amerikanischen Friedensbewegung wie kaum ein anderes Thema das politische Geschehen in den USA. Die im Zusammenhang mit der Idee aufgeworfenen Fragen zur Abrüstungs-und Sicherheitspo- litik der Reagan-Administration beschäftigten zahlreiche Friedensorga- nisationen gleichermaßen wie Politiker und weite Teile der Bevölkerung. Diese Entwicklung war im Hinblick auf die Bedeutung der Friedensfrage einerseits begrüßenswert; andererseits trugen nur wenige Beiträge zur Versachlichung der Rüstungskontrollproblematik insgesamt bei, da sie von Emotionen bestimmt waren und die wesentlich komplexeren Zusammenhänge schlicht ignorierten. Politische Debatten in offenen Gesellschaften neigen in dem Maße zur Polarisierung, Simpliftzierung und Radikalität, wie die ihnen zugrundeliegende Problematik von Emotionen bestimmt wird. Die Dis- kussion über den "freeze"-Vorschlag hat alle diese Charakteristika deut- lich hervorgebracht, da jede der opponierenden Seiten sie mit einem kompromißlosen Absolutheitsanspruch führte. Auf der einen Seite be- trachteten jene radikalen "freeze"-Gruppierungen der Linken die Sicher- heitspolitik der Reagan-Administration insgesamt und speziell die von ihr entwickelten Strategiekonzepte als größte Bedrohung für den Welt- frieden in der Geschichte der Menschheit und forderten grundsätzlich die Überwindung der bestehenden politischen Ordnung; auf der anderen Seite hielten Vertreter des rechten politischen Randes in den USA die "freeze"-Bewegung schlicht für das Produkt einer Desinformationskam- pagne des KGB, die die einseitige Abrüstung der USA zum Ziel hatte. Unter diesem Aspekt stand nicht die Stabilität des strategischen Gleich- gewichts und die Glaubwürdigkeit des Abschreckungskonzepts auf dem 11 Spiel, sondern das Überleben der menschlichen Freiheit und des politi- schen Liberalismus.
