ISegundo a pesquisadora da UFF Tereza Olinda Caminha Bezerra, em sua tese de doutoramento defendida em 2011-UFF, referindo-se ao final da década de 90, período este em que ainda não havia cotas para negros, pardos e/ou pobres nas universidades públicas brasileiras, "Em 1997 apenas 2,2% de pardos e 1,8% de negros, entre 18 e 24 anos cursavam ou tinham concluído um curso de graduação no Brasil". Esse baixo índice indicava que, politicamente, algo precisava ser feito. Ainda segundo a mesma: "Pessoas estavam sendo impedidas de estudar em nosso país por sua cor de pele ou condição social."IINo início do séc. XXI, quando o sistema de cotas, substanciado em lei federal (e outras estaduais) começou a ser implantado nas principais universidades públicas brasileiras, muitos, não somente os contrários a ela, faziam-se as seguintes indagações:1- Será que os negros, pardos, indígenas e/ou pobres conseguirão se sair bem dentro das mesmas?2- Não haverá uma excessiva evasão de alunos, não somente por causa da suposta falta de capacidade intelectual, como a elite conservadora há tempos falsamente sempre diz, mas também por falta de condições financeiras para levarem os cursos adiante, etc., uma vez que, como se sabe, embora as universidades sejam públicas, existem custos como alimentação, livros, transportes e afins?3 - As universidades que receberem os tais alunos, advindos estes de classes e/ou grupos sociais ditos subalternos, portadores de ditos déficits cognitivos, precária formação cultural, etc. não acabarão tendo que nivelar os seus cursos por baixo, ou seja, praticarem o chamado "facilismo pedagógico" e, assim, na mesma via, inevitavelmente, abrirem mão da busca pela qualidade acadêmica, tornando-se precarizadas em relação às universidades privadas? Ou seja, não será o fim da suposta qualidade das universidades públicas em relação à maioria das privadas?Como já é de nós há tempos sabido e ver-se-á ao longo desse trabalho, os dados da pesquisa de TERESA (uma década após o estabelecimento do regime de cotas), assim como os de GURGEL, Cláudio (também pesquisador da UFF), e os do LPP/UERJ, como também os de muitos outros, tem-nos revelado duas coisas: 1 - Que os mitos foram rompidos; 2 - Mas que também ainda existem outros e novos desafios a serem vencidos.IIINa unidade I, sendo assim, dialogaremos, de forma epistemologicamente fundamentada, sobre os dados das referidas pesquisas, reafirmando-se a ideia de que o regime de cotas, se não é o melhor, é aquele que de fato tem gerado mudanças significas frente aos processos de redução da exclusão socioeducacional no Brasil. Mostraremos também que, ao contrário do que muitos diziam e/ou dizem, o desempenho de negros, pardos e pobres nas universidades tem sido excelentes.Na unidade II, cuja temática refere-se a novos desafios políticos-educacionais, apresentaremos alguns ensaios críticos envolvendo problemáticas diversas.Espera-se que, esse livro, assim como todas as obras do autor possa, de alguma forma, contribuir à formação de uma sociedade global mais humanizada, respeitosa das suas diferenças, politicamente participativa, democrática, ética e socialmente equitativa.
