Diese Einschätzung des Intergovernmental Panel on Climate Change (IPCC) aus dem aktuellen vierten Klimabericht verdeutlicht, wie wichtig und zentral die globale Reduktion von Treibhausgasen ist. Der Klimawandel ist in vielen Facetten heute schon sichtbar. Um ihn in seinen globalen Auswirkungen wenigsten teilweise eindämmen zu können, ist es höchste Zeit, klimapolitisch zu handeln. Mit dem Kyoto-Protokoll wurden erstmals weltweit für zahlreiche Staaten verbindliche Reduktionspflichten ausgehandelt. Als Unterzeichner des Protokolls haben sich sowohl die Europäische Union, als auch die Schweiz zu Reduktionen im Umfang von acht Prozent bezogen auf das Basisjahr 1990 verpflichtet. Die Europäische Union hat als zentrales klimapolitisches Instrument im Kampf gegen steigende Treibhausgasemissionen in ihren Mitgliedstaaten den Emissionshandel auf Unternehmensebene eingeführt. Dieser startete im Jahr 2005 mit der verbindlichen Einführungsphase. Die Schweiz setzte dagegen mit dem CO2-Gesetz zunächst eher auf freiwillige Maßnahmen der Wirtschaft. Seit einiger Zeit ist allerdings ein Emissionshandelssystem - ähnlich dem der Europäischen Union - auf Unternehmensebene in Planung. Es steht denjenigen Schweizer Unternehmen offen, die sich durch verbindliche Reduktionsverpflichtungen von der ab 2008 erhobenen CO2-Abgabe befreit haben. Der Start ist für das Jahr 2008 vorgesehen.
