Nel 1960, in Perù, salì al potere il governo dei militari che si riproponeva di migliorare le condizioni di quella parte di popolazione fino ad allora emarginata dalla vita sociale, dei poveri e di coloro che vivevano nelle campagne. Né capitalismo, né comunismo era lo slogan del governo al quale facevano eco le voci delle masse: la terra appartiene a coloro che la lavorano, contadino, nessuno si sazierà col sudore della tua fronte sono alcuni degli slogan che rivelano bene il clima politico di quegli anni. I movimenti social popolari si rivolgevano prima di tutto a quelle fasce di popolazione che erano state escluse: donne, giovani, indigeni andini e amazzonici, trovando supporto teorico nella dottrina marxista e in quella cristiana . Molti cattolici e protestanti si unirono alle rimostranze. L'agitazione sociale crebbe fino a provocare un inasprimento delle misure repressive da parte del governo che divenne sempre più impopolare a causa del crescente autoritarismo. Nel 1978, dopo un lungo periodo di regime militare e in previsione del ripristino delle libertà democratiche, fu infine convocata l'assemblea costituente che, l'anno successivo avrebbe promulgato la nuova Costituzione.
