Inhaltsangabe: Problemstellung: Eine besondere Form, das Lebenspensum abzuarbeiten, brachte vor 20 Jahren der Chef von Volvo Schweden, Pehr Gyllenhammar in die Arbeitszeitdebatte: Unternehmen könnten, so sein Vorschlag von 1976, doch die Arbeitnehmer entscheiden lassen, wieviel Stunden sie in einer bestimmten Zeitperiode arbeiten wollen. Hintergrund waren drängende Absentismusprobleme in Schweden: "Wir können es uns nicht länger leisten, Abwesenheits- Anwesenheitslisten aufzustellen ... Ich meine, wir sollten mit allen Beschäftigten Verträge schließen, wie viele Stunden sie pro Tag oder im Jahr arbeiten wollen." Hier ergibt sich eine interessante Parallele zur aktuellen Diskussion: Auch heute spielt die Fehlzeitenproblematik eine Rolle, eingebettet in die Debatte um den Standort Deutschland, der zu hohe Arbeitskosten und zu kurze Arbeitszeiten aufweise. Der Zusammenhang zwischen den beiden letztgenannten Punkten mündet in einem bekannten Motto: "Time is money". Und deshalb soll "time" ausgeweitet werden: Hier seien nur die Forderungen nach mehr Wochenendarbeit (Sieben-Tage-Woche) und nach einer Verlängerung der Ladenschlußzeiten genannt. Auf die in diesem Kontext häufig erwähnten internationalen effektiven Jahresarbeitszeiten und Betriebszeiten wird in diesem Bezugsrahmen aber nicht weiter eingegangen. Zunächst haben sich besonders zwei Autoren dem Vorschlag von einer vereinbarten Jahresarbeitszeit gewidmet. Stimmen, daß Jahresarbeitszeitsysteme Modelle der Zukunft seien, die auch zur Standortsicherung beitragen sollen, sind besonders in den letzten zehn Jahren immer wieder zu finden. Allerdings ist diese Abkehr vom "traditionelle[n] Wochenarbeitzeit-Denken" meiner Meinung nach nicht mit einer entsprechenden Aufbereitung in der Literatur einhergegangen. Weil aber die Zukunftsträchtigkeit immer wieder betont worden ist, sollten die Besonderheiten im Rahmen dieser Arbeit untersucht werden; welches Vorgehen dabei gewählt wurde, wird im nächsten Abschnitt erläutert.
