Magisterarbeit aus dem Jahr 2001 im Fachbereich Politik - Region: Osteuropa, Note: 1,0, Universität Leipzig (Institut für Politikwissenschaft), Sprache: Deutsch, Abstract: Der Minderheitenkommissar der Organisation für Sicherheit und Zusammenarbeit in Europa war eines der Instrumente, mit denen nach Ende des Kalten Krieges die mit neuer Virulenz auftretenden minderheitenpolitischen Konflikte bearbeitet werden sollten. Im Gegensatz zu anderen wurde ihm eine gute Effektivität attestiert. Dies ist auch Verdienst des ersten Mandatsträgers, des Niederländers van der Stoel. Die Arbeit erforscht die Spezifik seines Wirkens sowie die Charakteristika und Dynamik der Institution anhand eines Konfliktes, den van der Stoel über seine gesamte 8-jährige Mandatszeit begleitete: die rumänisch-ungarische Kontroverse in Siebenbürgen. Zu Beginn steht eine umfassende Bestandsaufnahme des Konflikts und die Analyse seiner Kernsegmente. Im Anschluss wandert der Fokus auf die beteiligten Akteure. Landesintern waren dies der ungarische Minderheitenverband, die von Anneli Ute Gabanyi als "bürokratisch" klassifizierten Akteure der rumänischen Mehrheitsnation, die in einigen Phasen wirkungsmächtigen nationalistischen Kräfte sowie der in Minderheitenkonflikten häufig in unmittelbarer Nachbarschaft liegende "kin-state" - in diesem Fall die Republik Ungarn. Eine ausführliche Darstellung erfährt schließlich der HKNM als externer Mediator. Hierbei wird in einem ersten Schritt sein Mandat und dessen Positionierung innerhalb der OSZE expliziert. Weiterhin richtet sich der Blick auf Implikationen und Wirkungen der Institution hinsichtlich der Demokratisierung der Reformstaaten im Osten Europas. Ein zweiter Schritt beleuchtet das Konfliktverständnis van der Stoels und seine darauf aufbauende Methodik zu deren Bearbeitung. Schließlich wird analysiert, wie der HKNM in Siebenbürgen agierte. Anhand dessen wird zugleich deutlich, wie sich die Arbeitsweise des Hochkommissars im Laufe der Zeit verändert
