Se pas� � discutir la proposici�n del Sr. Castell�, reducida � que de los emplea dos de todas clases del tiempo de Godoy, se averigue cu�les lo fueron por dinero 6 por otros medios indignos, y que estos sean privados de sus destinos: cu�les son sos pechosos, y estos que sean observados por el Gobierno; y cu�les son buenos y leales, y estos sean conservados y promovidos. Caus� esta propuesta un general desagrado. El Sr. Garc�a Herre'ros dijo 'que su autor se�ale las personas que entiende deban ser comprendidas en las dos primeras clases, con justiticaciou: y no haci�ndolo, sea echada su proposicion debajo de la mesa. El Sr. Arguelles declamo contra ella, mos troado extra�eza de que hubiese caido en semejante imprudencia su autor, de quien consta ser hombre de Estado. El Sr. Campmany dijo que se diera por no presentada ni leida. El Sr. Quintana dijo que podia enviarse � la Regencia para que hiciese de ella el uso conveniente, en atencion �i ser cierto que hay algunos empleados cuya conducta conviene se observe, y otros que debieran ser separados de sus destinos. El Sr. Aner dijo que hay algunos que siendo buenos patricios son ineptos para los oli cies p�blicos; y al contrario, otros h�biles son malos espa�oles y que conven�a tener presente esta distincion. Al cabo se desech� la pr0posicion por todos los votos.

Se discuti� la preposicion del Sr. Torrero para que se nombre una comision que dentro de ocho dias presente un proyecto de decreto convidando zi los s�bios para que trabajen una memoria sobre Constitucion, y comuniquen sus luces al Congreso para esta obra, sin perjuicio de lo que adelanten'en ella desde luego los Sres. Diputados a quienes se encargue. Algunos han opinado que no deb�a pensarse ahora en Constitu cion, sino en poner la Pen�nsula en libertad. El Sr. Villagomez dijo que no �ramos llamados a dar Constitucion al reino, que ya la tiene; y que no deb�amos pedir las luces de los s�bios, pues se sabe que algunos s�bios han perjudicado � la causa na cional, citando por ejemplo a Mazarredo, Urquijo y o-farril, s: ibies y eruditos, que han abrazado el partido de los franceses. Se extendi� latamente sobre estos dos pun tos con desagrado general del Congreso. Cabalmente estaba presidiendo el Sr. Vice presidente Morales, el cual contest� que por el lugar que ocupaba no pod�a pasar por las dos equivocaciones en que habia incurrido el Sr. Villagomez, siendo indubitable que por la convocatoria misma de las C�rtes, por la voluntad de los pueblos y por la necesidad en que nos han puesto los des�rdenes del Gobierno anterior, consta ha bemos congregado para dar a la nacion una Constitucion s�bia que asegure la publi ca felicidad. A�adi� que en suponer que no necesita el Congreso para su acierto en esta parte de las luces de los sabios, se hacia agravio � la sabiduria, recomendada por el mismo Dios en las Escrituras, y al inter�s que han tomado siempre los pueblos cul tos en promoverla. As� este Sr. Vocal como otros se quejaron en la falta de refle xion con que aquel magistrado habia proferido tales expresiones. Contestaron otros a los que supon�an ser una distraccion del Congreso ocuparse ahora de formar la Constitucion, y dijeron que el destinarse a esto algunos Sres. Diputados no imped�a el curso ordinario de los medios de nuestra libertad, y que era de esperar que contri huyese ella la esperanza que tiene la nacion en que se le ha de dar algun dia una Constitucion que asegure la libertad de sus miembros: y otro a�adi� que sin Cons titucion no puede haber ej�rcito, ni dinero, ni armas.
