Inhaltsangabe: Einleitung: Der dänische Astronom Olaf Römer (1644-1710) fand als erster Wissenschaftler konkrete Anhaltspunkte für eine endliche Geschwindigkeit des Lichtes. Im Jahre 1676 ermittelte er die Lichtgeschwindigkeit aus astronomischen Beobachtungen des Planeten Jupiter und dessen Mond Io. Römer gab die Fortpflanzungsgeschwindigkeit des Lichtes mit etwa 214.000 km/s an., Mit dieser Angabe lag er um fast 86.000 km/s bzw. um ca. 29% unter dem heutigen offiziellen Wert von 299.792,458 km/s. Die heutige Hochtechnologie hat den Wert der Lichtgeschwindigkeit so exakt bestimmt, dass im Oktober 1983 die Verfahrensweise umgekehrt werden konnte. Statt die Lichtgeschwindigkeit zu messen, misst man heute mit der Lichtgeschwindigkeit! Die XVII. internationale Generalkonferenz für Maße und Gewichte beschloss, dass der Meter die Länge der Stecke ist, die das Licht im Vakuum während der Dauer von exakt Sekunden durchläuft. Die Lichtgeschwindigkeit ist damit seit 1983 das neue Längennormal und per Definition auf den oben genannten Wert festgelegt. Das neue Längennormal ist wesentlich genauer als seine Vorgänger, das Urmeter und die Wellenlängendefinition von 1960. Es definiert die Basiseinheit Meter indirekt über die Zeitmessung, die heute mit Hilfe von Atomuhren mit einer kaum fassbaren Genauigkeit von 10-14 Sekunden erfolgen kann, viel genauer als die Messung der Länge einer Strecke. Die neue Meterdefinition macht sich diese extreme Präzision der Zeitmessung zunutze, indem sie die hohe Genauigkeit der Zeitmessung mittels der Lichtgeschwindigkeit auf die Längenmessung überträgt. Die Neudefinition des Meters ist, wie sich später herausstellen wird, eine direkte Anwendung der Universalität der Lichtgeschwindigkeit und damit der Relativitätstheorie. Durch die neue Meterdefinition ist die Messung von c nur noch von historischem Interesse, da die Lichtgeschwindigkeit selbst die Längeneinheit Meter definiert, in der vor 1983 die Lichtgeschwindigkeit gemessen wurde.
