Ein Plädoyer für radikale Fragen nach PISA, in: Pädagogik 04/2002, S. 38.] mündete, ist kennzeichnend für einen in den 1990er Jahren einsetzenden internationalen Prozess der Standardisierung und Evaluation von Bildungsinhalten. Für das deutsche Bildungssystem war das Ergebnis dieser internationalen Vergleichsstudien niederschmetternd: In allen drei untersuchten Bereichen, der Lesekompetenz, der mathematischen Kompetenz und der naturwissenschaftlichen Kompetenz belegen deutsche Schüler Ränge im unteren Mittelfeld, jeweils noch unter dem OECD-Durchschnitt. Dafür ist die Leistungsstreuung überdurchschnittlich groß und die soziale Herkunft hat einen Einfluss auf die schulische Bildung wie in keinem anderen Land.
