Guerra civile in Ucraina, Piazza Maidan, invasione della Crimea da parte della Russia, sanzioni economiche da parte dell'Occidente contro Mosca, mobilitazione della NATO, nuova Guerra Fredda tra Stati Uniti d'America e la Federazione Russa: sono questi alcuni dei temi che da quasi due anni compaiono nelle sezioni esteri dei media nazionali ed internazionali quando si parla di Russia. Si ha l'impressione che realmente si ripeta l'antico adagio che recita: la storia si ripete. Sembra si sia ripiombati in quel clima di ostilità e diffidenza che caratterizzarono per circa mezzo secolo le relazioni diplomatiche tra l'Ovest e l'Est del mondo. Ma, la storia, non si ripropone in modo pedissequo. Lo scopo principale di questo libro è avvicinare il lettore ad aspetti meno noti della storia delle relazioni diplomatiche tra Est ed Ovest; una storia non solamente caratterizzata da astio e incomunicabilità, ma che ha vissuto fasi di reciproca collaborazione e cooperazione pacifica. Uno dei simboli di questa epoca di distensione dei rapporti, avvenuta a metà degli anni Settanta del XX secolo è la "Conferenza sulla Sicurezze e la Cooperazione in Europa" ( CSCE), che ebbe luogo nel 1975 e che caratterizzò il punto massimo della Dètente. Essa rappresentò un forum unico nel suo genere, in quanto radunò al suo interno i protagonisti più rilevanti dei due Blocchi contrapposti e rese possibile una cooperazione su alcuni temi condensati attorno ai cosiddetti "3 cesti": quello della sicurezza politico-militare; quello dell'economia e dell' ambiente; e quello dei diritti umani. La Conferenza, per particolarità istituzionale ed organizzativa (essa non venne pensata come un unicum, ma con dei Follow Up biennali che sarebbero succeduti alla conferenza stessa) rappresentò un forum cruciale per le relazioni internazionali europee dagli anni'70 sino agli anni '80, contribuendo con la sua azione alla conclusione stessa della Guerra Fredda. Il riconoscimento di quanto sia stata centrale l'azione della CSCE e di quanto ancora si ritenesse fondamentale il suo intervento, sono le motivazioni che sottintesero alla decisione, presa nel dicembre del 1994, di trasformare la Conferenza nella "Organizzazione sulla Sicurezza e Cooperazione in Europa" ( OSCE). Ripercorrendo le origini e la storia della CSCE/OSCE si può scorgere come in passato anche in un periodo così complicato e teso come quello della Guerra Fredda, Usa ed Urss sono riusciti a parlarsi; ed ancora oggi il monito che l'OSCE lancia è quello di non lasciar prevaricare la diffidenza, l'intransigenza e l'arroccamento all'interno di nazionalismi asfittici e sordi, ma che il dialogo è possibile oggi come lo è stato in passato.
