Depuis plusieurs mois déjà, la France est sans commerce, sans industrie, sans travail. Cette déplorable situation ne peut durer. Vainement dit-on que le retour seul de la confiance peut lui préparer une destinée meilleure cela n'est pas. Après 1830, il a fallu trois années et plus pour la remettre dans ce qu'on veut bien appeler son état normal, c'est-à-dire dans une situation semblable à celle des dernières années de la restauration. Sous une république démocratique, où le peuple est naturellement, et avec raison, plus exigeant, où les chances d'agitation sont plus nombreuses, il faudra dix années peut-être, si des réformes salutaires ne nous viennent en aide, pour nous ramener au point où nous étions avant la dernière révolution. Est-ce là un résultat si désirable ? La prospérité des dix-huit années qui viennent de s'écouler serait-elle par hasard le dernier terme de nos voeux ? On a calculé qu'en Angleterre, la production brute annuelle du pays, en la supposant répartie d'une manière égale sur la population, donnerait, par journée de travail et par tête, 1 franc 4 centimes. Aux États-Unis, pour l'ensemble de l'Union, une répartition pareille donnerait à chaque individu et par jour 1 franc 70 centimes, et, dans la partie la plus favorisée du pays, dans la Nouvelle-Angleterre, 1 franc 87 centimes. En France, même avant la dernière révolution, la part, pour chaque individu, ne s'élevait pas, suivant les calculs les plus probables, à plus de 72 centimes par jour. Si, dans une situation pareille, il était parfaitement déraisonnable, je dirais même ridicule, de promettre immédiatement à chaque ouvrier 5 francs par jour, tout en abrégeant la durée du travail, c'est-à-dire en diminuant la production, il ne l'est guère moins de prétendre que la France doive se contenter éternellement d'un tel partage, et qu'elle n'ait rien à faire pour l'améliorer...
