Inhaltsangabe: Einleitung: Die Reformbedürftigkeit der öffentlichen Verwaltung fordert Restrukturierungsprozesse. Dazu zählt man u.a. eine optimale Nutzung des wichtigsten Produktionsfaktors, des Humankapitals. Die Veränderung von Rahmenbedingungen, ein Leistungslohn- und Anreizsystem als Bestandteil einer Personalpolitik und Unternehmenskultur können eine Leistungssteigerung bewirken. Gang der Untersuchung: In der Abhandlung "Leistungslohn in der öffentlichen Verwaltung" wird zunächst festgehalten, welche Ziele mit der Einführung von Leistungslohnsystemen verfolgt werden sollen. Leistungslohnsysteme müssen bestimmten Anforderungen genügen, damit sie unter motivationalen Gesichtspunkten wirksam sein können. Diese Anforderungen werden näher untersucht und in sinnvolle Elemente unterteilt wie beispielsweise die Transparenz eines Anreiz- und Beurteilungssystems. Nachdem diese Soll-Anforderungen verdeutlicht worden sind, folgt ein Überblick über die Managementkonzepte, in denen man Lösungsansätze für die Krise des öffentlichen Sektors vermutet. Total Quality Management, Lean Management und Management by Objectives bilden sowohl nationale als auch internationale Grundlagen für Reformbemühungen. Im Anschluß an diese theoretische Auseinandersetzung führt die Arbeit Beispiele einer Implementierung von Leistungslohnsystemen an. Hier wird Augenmerk auf die Erfüllung der vorher erarbeiteten Anforderungskriterien durch die betreffenden Praxisbeispiele gerichtet. Abschließend versucht diese Arbeit, aus der Kritik an den bisherigen Reformbemühungen mögliche Verbesserungen aufzuzeigen.
