La parution de ce livre a provoqué d'énormes remous en Haïti. Lors de sa présentation le 26 mai 2001, le gouvernement Aristide procéda violemment à l'arrestation de son auteur, Prosper Avril, un ancien président de ce pays. Au sujet de cet incident, Yves Colon, du Miami Herald, écrit ceci dans la livraison du 31 mai 2001 de ce journal: "En sa qualité d'ancien président et de général d'armée, Prosper Avril représentait une figure importante en Haïti. Aujourd'hui, ce grand-père de 64 ans se trouve dans le pénitencier bondé de Port-au-Prince... La semaine dernière, il s'était rendu dans un restaurant prisé d'une banlieue de la capitale pour signer des copies de son livre: Haïti: 1995-2000 -Le Livre Noir de l'Insécurité. L'ouvrage attribue une récente vague d'enlèvements, de hold-up, de vols, d'assassinats en Haïti à l'inefficacité de la force de police d'Aristide. Pendant qu'Avril signait les livres, des hommes lourdement armés et portant des masques noirs entrèrent dans le restaurant et s'emparèrent de sa personne." Visiblement furieux que quelqu'un ait osé critiquer sa gestion, l'ex-président Jean-Bertrand Aristide avait donc réagi violemment. Néanmoins, le livre d'Avril était classé deuxième parmi les best-sellers d'Haïti pour l'année 2001, car l'auteur y mettait à nu devant la société un problème crucial qui réclamait une solution urgente: l'insécurité ravageant la population haïtienne.

Plusieurs années après l'exécution de l'opération baptisée Support à la Démocratie menée en Haïti en 1994, la paix sociale promise n'a pas été matérialisée dans ce pays. Nombre d'homicides étaient commis en plein jour sans que les assassins aient été identifiés, arrêtés et déférés à la justice. De 1995 à l'année 2000, période couverte par ce livre, Haïti a perdu un nombre considérable de ses filles et fils, victimes de crimes à motivation politique ou de droit commun. Des Etrangers, également, ont été emportés par le spectre de la mort violente qui hantait les coins et recoins du pays. Prosper Avril relate dans cet ouvrage les conditions dans lesquelles un total de 1431 crimes atroces incluant des assassinats par balles, armes tranchantes, lynchages, lapidations, strangulations, supplices du collier, etc... ont survenu. Il met également en évidence l'irresponsable et scandaleuse attitude des autorités en place face à la situation, favorisant une totale impunité aux assassin's. Le 29 février 2004 mit fin au pouvoir Lavalas en Haïti. Alors, Jean-Bertrand Aristide n'étant plus au pouvoir pour bloquer les décisions de justice, Prosper Avril était libéré en vertu des nombreux arrêts ordonnant sa mise en liberté. Une fois libre, il a pris la décision de présenter au public cette deuxième édition de son livre, vu l'épuisement quasi-total du premier stock imprimé. L'auteur espère, par cette initiative, susciter l'intérêt international sur le sujet pour que les nouveaux dirigeants arrivent à trouver le support nécessaire pour la restauration d'une paix sociale véritable en Haïti.
