Aujourd'hui, la lutte contre la diffusion des armes nucléaires dans le monde est une priorité du gouvernement français. Mais pendant longtemps les acteurs diplomatiques français ont refusé de suivre les règles multilatérales dans ce domaine central de la politique internationale. Comment expliquer que la France soit devenue l'un des principaux promoteurs de la norme de non-prolifération nucléaire après s'en être tenue à distance ?
Pour répondre à cette question, ce livre refuse d'opposer deux approches traditionnelles de l'étude des relations internationales en mobilisant les outils et les méthodes de la sociologie politique. Il traque ainsi les contraintes du système international dans les effets qu'elles exercent sur les luttes et les alliances entre les différentes bureaucraties intervenant dans la définition de la politique française de non-prolifération et sur les représentations et les actions des diplomates, hauts fonctionnaires et responsables politiques impliqués.
À partir d'une enquête de terrain approfondie sur les exportations menées dans les années 1970, la participation au désarmement de l'Irak au début des années 1990 et les initiatives prises autour de la question du nucléaire iranien depuis 2003, les transformations de la politique étrangère de la France sont rapportées aux évolutions de la division du travail diplomatique.
Ce faisant, ce livre pose des jalons qui permettent de mieux rendre compte des pratiques diplomatiques et de penser autrement ce qu'est l'international.
