Cet ouvrage traite des réalités politiques, socio-économiques et géostratégiques de la République Démocratique du Congo sous le prisme de ce que le pays est devenu depuis les années 1990: celui d un Etat rate. Qu'est-ce qu'un Etat raté ? Edward S. Herman, Professeur Emérite de l'Université de Pennsylvanie, qui s'est penché sur cette question, définit l'Etat rate comme "un Etat qui, après avoir été écrasé militairement ou rendu ingérable au moyen d'une déstabilisation économique et du chaos qui en résulte, a presque définitivement perdu la capacité (ou de droit) de se reconstruire et de répondre aux attentes légitimes de ses citoyens." La guerre de basse intensité menée par les élites anglo-saxonnes contre le Kongo-Kinshasa depuis l invasion de l Alliance des Forces Démocratiques de la Libération (AFDL) en 1996 avait pour objectif de produire un Etat raté afin de contrôler ses ressources stratégiques ainsi que les coeurs et les esprits de ses habitants. Apres, 25 ans d'extermination et de clochardisation des populations, d'abrutissement des citoyens, d'affaiblissement des institutions, et de pillage des ressources nationales, cet objectif semble être en passe de se concrétiser. Et tout cela, derrière la façade d'une jeune démocratie. C'est ainsi que la confusion est créée et entretenue. Une confusion que l'abbé Jean-Pierre Mbelu, à travers cette série d'essais, s'attache à déconstruire.
