Wie erklärt sich, daß das von Unterversorgung und extremen Gewaltverhältnissen geprägte Lagersystem auch dann noch funktionierte, als es mit hunderten von Außenlagern sichtbar in die Öffentlichkeit drang ? Am Beispiel der "SS-Baubrigaden", die als mobile Kommandos mit KZ-Häftlingen ab dem Herbst 1942 zu Aufräumarbeiten, zum Bergen von Leichen und zum Bombenräumen in rund fünfzig Städte und Gemeinden des Reiches geschickt wurden, wird das Verhalten der deutschen Gesellschaft am Lagerzaun ausgelotet. Einbezogen wird die Geschichte der ab Herbst 1944 als "Konzentrationslager auf Schienen" aufgestellten SS-Eisenbahnbaubrigaden. Das Buch stellt erstmals diese Außenlager dar, für die männliche Häftlinge aus Auschwitz, Buchenwald, Dachau, Neuengamme und Sachsenhausen herangezogen wurden. Sie entwickelten sich aus den Plänen des Reichsführers SS Heinrich Himmler, mit mobilen Häftlingsarbeitern "den Osten deutsch zu machen", Pläne, die dann aber angesichts des alliierten Bombenkriegs im Westen des Reiches geändert werden mußten. Andererseits war da die große Nachfrage der kriegszerstörten Kommunen nach Hilfskräften für die Trümmerbeseitigung. Entsprechend deutlich wird die enge Kooperation von Städten wie Berlin, Bremen, Düsseldorf, Duisburg, Hamburg, Osnabrück, Wilhelmshaven und Wuppertal) mit der SS bei der Einrichtung und dem Betrieb der Lager. Auch den Lebensbedingungen in den Lagern geht die Autorin nach. Warum starb in dem einen Lager "nur" ein Häftling, während in einem andern jeder dritte sein Leben verlor? Ein Vergleich der unterschiedlichen Gesellschaften, in die die Lager eingebettet waren (die Baubrigaden waren auch im besetzten Frankreich, Belgien und auf den Kanalinseln eingesetzt) zeigt: Es war die deutsche Kriegsgesellschaft selbst, die einen Teil des Lagerzauns bildete. Die SS-Baubrigaden waren aber auch Zeugnis für die dynamische Ausbreitung des KZ-Systems, die durch die Kooperation von Hans Kammler, dem Leiter des SS-Bauwesens, und Albert Speer, dem Rüstungsminister, ab 1943 einsetzte. Sowohl bei der Verlagerung der Rüstungsindustrie unter die Erde als auch bei der Produktion und dem Einsatz von V-Waffen sollten die SS-Baubrigaden eingesetzt werden. Hunderte von Häftlingen starben, weil die Option auf den "Endsieg" bis in die letzten Kriegstage hinein aufrecht erhalten wurde. Das gut geschriebene Buch legt die gesellschaftliche Verankerung der KZs offen und ist damit ein wichtiger Beitrag für eine "Sozialgeschichte des Terrors", die das überlieferte Bild einer Gesellschaft, die bei den Verbrechen immer nur daneben gestanden hat, demontiert.
