Als einer der wesentlichen Bestandteile der Klimaziele, sieht die Energieeinsparverordnung der Bundesrepublik Deutschland vor, den Energieverbrauch in den kommenden Jahren und Jahrzehnten drastisch zu senken. Eine der Maßnahmen lautet daher, Bestandsimmobilien besser zu dämmen und dadurch die eingesetzte Energie zur Wärmeerzeugung zu verringern. Die Sanierungskosten sind vom Eigentümer, also dem Vermieter, aufzubringen, wobei die Einsparung der Energiekosten im vollen Umfang dem Mieter zugutekommt. Es ist nachvollziehbar, dass bei dieser Vermieter-Mieter-Konstellation die Sanierungserwartung weit hinter den gesteckten Klimazielen zurück liegt. Die Politik hat in den letzten Jahren dieser besonderen Konstellation Rechnung getragen und in Teilen des Mietrechts Nachbesserungen vorgenommen, sodass der Vermieter jetzt in der Lage ist, nicht nur Modernisierungskosten, sondern auch Sanierungskosten auf den Mieter umzuwälzen. Dies kann unter bestimmten Voraussetzungen zu erheblichen Mietsteigerungen führen, die nicht von jedem Mieter aufgebracht werden können. Energetische Sanierungen senken den Energieaufwand einer Immobilie und führen daher zu einer nachhaltigen Senkung der Wohnnebenkosten für den Mieter, dementsprechend steht dem Sanierungsaufwand ein Ertrag entgegen. Wie verhält es sich jedoch, wenn die umgelegten Sanierungskosten, bzw. der monatlich höhere Mietzins, über den eingesparten monatlichen Energiekosten liegen? Und welche Implikationen ergeben sich hieraus für Vermieter und Mieter?

Ihr Studium der Sozialökonomie mit dem Schwerpunkt Volkswirtschaft an der Universität Hamburg schloss die Autorin im Jahr 2013 mit dem akademischen Grad Bachelor of Arts erfolgreich ab. In den letzten Jahren sammelte sie vielfältige Erfahrungen in der Immobilienbranche und der energetischen Sanierung von Immobilien. Die politischen Veränderungen in der Energiepolitik und Ihr soziales Engagement veranlassten die Autorin zu der vorliegenden Arbeit.
